The next part in the series will be out in the coming days, and focuses around the publicly-stated civilian goals Jan Sramek initially outlined as a reason for his city proposal, and the far more important, far more vast, strategic defense initiatives that he also seems to have for his city.
The defense objectives he intends his city to help achieve are not anywhere to be seen on their website under their ‘goals’ or ‘overview’ section, despite those objectives seemingly being more important than his publicly stated reasons, which include fixing California’s housing crisis by providing affordable housing opportunities, and reinvigorating Solano County economically by bringing industry back and providing jobs.
All of that is firmly rooted within the civilian domain. Around the time he was saying the above, he was also saying that the location they chose for this city was totally coincidental, despite its close proximity to Travis AFB. This is hard for me to believe, especially since the very act of choosing that land to buy sparked national security concerns and resulted in multiple federal and military agencies launching investigations into them.
All the oddities around this story make more sense when you view it through the lens of a military endeavor rather than an attempt at resolving civilian-domain problems.

After a year-long investigation into the ambitious, Silicon Valley billionaire-backed sustainable city being planned near Travis Air Force Base, my comprehensive paper has finally been posted. China’s rapid advancements have been driven by their use of Civil-Military Fusion, a governance model that fully integrates civilian industries with military objectives, a feat only possible in their top-down system of control.
In contrast, the U.S. faces more challenges in keeping military and civilian efforts coordinated due to our democratic structure, but the urgency behind California Forever’s plans highlights the tech sector’s increasing involvement in national defense. This investigation unveils not just the local impact of the city, but the broader geopolitical implications, which are rooted in the competition between two superpowers racing for technological dominance. The California Forever story is not simply about building a new city; it’s about a new paradigm where Silicon Valley’s innovations may increasingly serve dual purposes, blending civilian ambitions with defense priorities.
